Pursuant to Article 27 of the Decree-Law on the Administrative Organization of Higher Education Institutions and Higher Education Organizations, the Secretary General is the head of the university's administrative organization and is responsible to the Rector for the functioning of this organization.

In addition to the duties carried out as the head of the university's administrative organization, the Secretary General, personally and through the units under their supervision, performs the following duties:

  • Ensuring that the units within the university's administrative organization operate efficiently, regularly, and in coordination with one another,
  • Serving as the rapporteur of the University Senate and the University Administrative Board without voting rights; ensuring that the decisions taken by these bodies are recorded, preserved, and archived,
  • Communicating the decisions of the University Senate and the University Administrative Board to the units affiliated with the university,
  • Making recommendations to the Rector regarding personnel to be assigned within the university's administrative organization,
  • Ensuring the provision of press and public relations services,
  • Conducting the correspondence of the Rectorate,
  • Organizing the protocol, visits, and ceremonies of the Rectorate,
  • Performing other similar duties assigned by the Rector.

In addition, Article 51 of Law No. 2547 states that the Secretary General is the head of the university's central administrative organization. Pursuant to the same article, the Secretary General serves as the rapporteur of the University Administrative Board, University Senate, and University Disciplinary Boards without voting rights.

The Secretary General is also the disciplinary supervisor of the administrative personnel working within the Rectorate organization pursuant to Article 53 of Law No. 2547.
